All eyes turned to the only business owner in the group.

We were discussing a target of 10,000 affordable homes over two parliamentary terms, in addition to the housing normally delivered by the Department of Housing and Urban Agenda and Visesa.

Our response was that this volume of housing could generate potential interest among industrialists and investors. For this interest to translate into investment in new production capacity, the specific conditions of the projects and the procurement programme would need to be understood and assessed to determine whether they could support a viable business plan.

Because, from the perspective of those who must commit capital, that announcement opened an opportunity that needed to be analysed with the same criteria as an investment in any other industrial market.

What volume of demand could be converted into contracts and with what continuity horizon? What products would need to be manufactured, with what degree of standardisation and repeatability? What workload could the programme sustain, and what level of production capacity utilisation would it enable?

What investment and cost structure would be required to serve this market? What margins and return on invested capital could be obtained? With what technical, contractual, and timeline certainty would the business plan be developed?

How would production progress be certified, including work carried out in the factory? What payment conditions and guarantees would exist? What financing needs would these contracts generate?

That conversation led to the sectoral study we are currently developing at Ekonsteam.

The opportunity from an industrial company’s perspective

A factory has existing investments, a qualified team, and a cost structure that must be sustained. It requires a reliable workload, with sufficient visibility to maintain the utilisation of its production assets, retain its personnel’s knowledge, and generate the necessary margins to cover its costs, amortise investments, and remunerate capital. The continuity of this activity is integral to business viability.

This portfolio must also translate into a cash flow capable of meeting the company’s commitments. Certification conditions, payment terms, and collection guarantees determine how much capital the industrialist needs to advance and for how long. A greater distance between production and collection increases financing needs and their cost, and can compromise the ability to undertake new contracts even if demand and available production capacity exist.

For an entrepreneur considering investment in a new facility, these requirements must be projectable over a multi-year programme. A sufficient basis is needed to size the investment, forecast its utilisation, and evaluate its return.

This brings us to one of the study’s central questions: what public-sector housing development programmes must offer to sustain existing industrial activity and justify the investment needed to scale up production capacity.

What We Have Learned Developing Projects

Our experience with the EKONS SYSTEM® has allowed us to confirm the importance of the industrial technologist exercising effective technical governance from the initial phases of the project.

Decisions that condition manufacturing, interfaces, and assembly must be adopted under this governance. If the technologist lacks effective capacity to guide and validate them, the project can lose a substantial part of its industrial efficiency and even compromise its viability.

In our methodology, the development of each project is structured in several stages, with successive closures until the complete product definition is achieved. This process culminates in the design freeze, which must occur as early as possible within the agreed development programme.

From that moment, no changes are permitted. Accepting this design freeze is one of the fundamental changes required when working with an industrial process.

Also critical are certainty regarding the timeframe for granting construction licences, compliance with manufacturing scheduling, and contractual conditions that allow for the certification of factory-executed progress and its payment within established deadlines, with sufficient guarantees.

A technically sound project can lose its economic viability if these conditions fail. In companies with less financial capacity, cash flow pressures can compromise business continuity.

Eighty-one variables and an analysis of their relationships

We have identified 81 variables to systematically examine these conditions. We are refining their definition, their unit or evaluation criterion, available evidence, and their relationships with the industrial outcome.

We analyse product configuration, the proportion of repeated units, industrial families, and batch sizes; technical governance and design freeze; manufacturing hours per unit, production rates, and utilisation of installed capacity.

The analysis incorporates synchronisation between manufacturing, transport, and assembly, as well as connection hours, waiting times, and rework associated with interfaces. These variables relate to industrial margin, financing needs, certification and payment conditions, and portfolio continuity.

The decisive work lies in understanding these relationships.

A deviation in the timeframe for granting a licence can alter the manufacturing sequence of the contracted portfolio. If no other project is prepared to occupy that interval, the utilisation of production assets is lost while the costs of the industrial structure remain.

Certification and payment conditions can, in turn, limit the volume of production a company is able to finance. Installed capacity and effective contracting capacity then cease to coincide.

We aim to determine how these effects are chained, under what conditions they appear, and what sensitivity the outcome presents to variations in relevant variables.

A Sectoral Study with Practical Application

Reviewing the analysis with professionals and companies working across different categories of Modern Methods of Construction (MMC) forms part of the study’s approach. We seek to identify which relationships are shared and which depend on the industrialised solution and its actual scope in each project.

This process requires comparable criteria, traceability of evidence, and a clear distinction between observed data, professional experience, and hypotheses yet to be verified.

The study aims to develop a diagnostic tool through a structured questionnaire. The initial characterisation of the solution, in accordance with standard UNE 41610:2026 and the British framework for classifying Modern Methods of Construction (MMC), will determine the information needed to assess its industrial viability.

The evaluation will distinguish between a project intended for existing production assets and a programme that must support new investments. In the latter case, it will also incorporate the requirements for volume, compatibility, continuity, and contracting horizon.

The purpose is to offer public developers criteria for structuring programmes that can translate into effective industrial activity, and to entrepreneurs a basis for evaluating their participation and investment.

That conversation about 10,000 homes left us with a question that continues to guide our work:

What does industry need to find in public projects and programmes to decide to invest?

The goal of building 10,000 affordable homes in the Basque Country presents an opportunity for industrialised construction.

["GET
